This week, Congressman Doug Lamborn and his House colleagues voted to pass 23 bills aimed at protecting the United States from the Chinese Communist Party (CCP). The legislative package includes H.R. 1398, Protect America's Innovation and Economic Security from CCP Act; H.R. 1516, DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act; H.R. 1425, No WHO Pandemic Preparedness Treaty Without Senate Approval Act; H.R. 9456, Protecting American Agriculture from Foreign Adversaries Act; and H.R. 7980, the End Chinese Dominance of Electric Vehicles Act.
"Since the Biden administration took office, their policy of appeasement has diminished our standing on the world stage, emboldened our enemies, and plunged the world into instability. My colleagues and I voted on a series of bills to combat the existential threat of the CCP and restore the strength and dominance of the United States. The CCP threatens our innovation, economic security, agricultural capacity, and higher education institutions. We must continue to pass legislation that will deter our adversaries from continuing their acts of aggression," said Congressman Lamborn.
The Protect America's Innovation and Economic Security from CCP Act aims to reestablish a China-focused initiative within the DOJ's National Security Division by renaming the previously ended "China Initiative" to "CCP Initiative." The bill seeks to curb CCP activities related to spying on U.S. intellectual property and academic institutions while prosecuting trade secret theft, hacking, and economic espionage. It also mandates annual DOJ briefings to congressional committees with a termination clause six years after enactment.
The DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act restricts funding to Institutions of Higher Education (IHE) with ties to Chinese entities or Confucius Institutes unless they terminate these relationships.
The No WHO Pandemic Preparedness Treaty Without Senate Approval Act requires Senate approval for any World Health Assembly pandemic-related agreements negotiated by its body established in 2021 for pandemic prevention, preparedness, and response.
The Protecting American Agriculture from Foreign Adversaries Act amends federal law by adding the Secretary of Agriculture as a member of CFIUS with oversight over foreign transactions involving U.S. agricultural land or biotechnology. It requires CFIUS investigations into transactions reported by the Agriculture Secretary involving acquisitions by Chinese, North Korean, Russian or Iranian entities.
Lastly, the End Chinese Dominance of Electric Vehicles in America Act amends tax laws prohibiting clean vehicle tax credits for vehicles powered by batteries designed or containing materials from foreign adversarial entities.
