Washington, D.C. – On June 6, Congressman Lamborn introduced the Recognizing Life Resolution, H. Res 464, which acknowledges that unborn children are entitled to the protection of life and liberty as established by Section 1 of the 14th Amendment.
"While we are grateful that Roe has been overturned, there is still much work to be done to advance and strengthen the protection of human life, beginning in the womb," said Congressman Lamborn. "The Recognizing Life Resolution is the new north star that will guide future legislation and set the precedent for our nation to secure equal protection for unborn children and preserve the sanctity of life. I am pleased to introduce this resolution and look forward to continuing the pro-life momentum already making waves around the nation."
The Recognizing Life Resolution calls on Congress, the president, and the courts to fulfill their constitutional obligations to protect innocent human life. The resolution clarifies that the "right to life" under the 14th Amendment has always been intended to include the unborn and is consistent with the Dobbs ruling. By recognizing this fundamental right for pre-born persons, Congress can steadily change abortion laws around the nation and end this cruel and unjust procedure.
"The 14th Amendment of the U.S. Constitution guarantees equal protection under the law and ensures that no one is unjustly deprived of their fundamental rights to life and liberty," said Congresswoman Debbie Lesko. "As we look to celebrate the one-year anniversary of the end of Roe v. Wade, I am pleased to join Congressman Lamborn in introducing this important legislation to secure preborn babies' constitutional right to life across our nation."
Life begins at conception, and this resolution would affirm that the unborn are protected under the 14th Amendment. The resolution has received support from multiple pro-life advocacy groups, including Susan B. Anthony Pro-Life America and Live Action.
"When a mother is pregnant, she is carrying a child. A human being. A person. Science confirms what we all intuitively understand, a new and genetically distinct human being comes into existence at the moment of fertilization,"said Lila Rose, Founder and President of Live Action. "That means that our constitutional right to equal protection under the law should extend to children in the womb so that they can not be violently and indiscriminately killed through elective abortion. I am grateful for Representative Lamborn's bold leadership in helping set the New North Star for the pro-life movement to ensure every child is legally protected."

Background
The Fourteenth Amendment prohibits states from denying "the equal protection of the laws" to "any person." When the Amendment was adopted in 1868, the word "person" had a settled public meaning that included all human beings, including unborn children.
In the landmark decision Dobbs v. Jackson Women's Health Organization (2022), the Supreme Court overturned Roe v. Wade, ending nearly 50 years of anti-life judicial activism and gave elected officials in states and in Congress the ability to limit or ban the practice altogether.
Despite the Dobbs victory, national abortion rates have not significantly declined, underscoring the importance of federal action.
This resolution not only sets priorities in guaranteeing equal protection of all persons but also expresses specific concern for the lives of the unborn, protecting the sanctity of life.
